How NSFloatingWindowLevel works in Ventura's Stage Maneger

I have a question about Ventura's new feature "Stage Maneger".

"Stage Maneger" does not work for windows for which "NSFloatingWindowLevel" is set for WindowLevel. Specifically, the window for which "NSFloatingWindowLevel" is set is not stored on the left side of the screen like other apps.

Is it the specification of "NS Floating Window Level"?
