Can Xcode 13.4 build to macOS 12.4?

Xcode 13.4 only provides an SDK for macOS 12.3 according to the release notes. Can I build to macOS 12.4 using the lower point version SDK? I would not want to update the OS if I could not build to it yet.

If you target 12.3 or lower for deployment, it will work also on 12.4.
