I am new to app publishing and the ar kit and have a question. If i build an App with Arkit which is only for self promotion or lets say for a clients self promotion: How can i make this available on iOs? I assume it cannot be published on app store because it may not pass the regulations because for most people it has no value? Or do i misunderstand something?

you're right.
You may try to deploy as unlisted distribution. But there will still be a review (probably just checking app does not violate rules as published API, copyrights, Objectionable Content, … but more lax on value of the app).
