I have uploaded iOS and macOS builds with Xcode Cloud, and I can't pass "ready to submit" status.
A internal testing group is grayed and I can't select it.
External testing group don't show.
Trying to add an individual and hit "submit to review" I get "There was an error processing your request. Please try again."
Turns out PR workflow can't have external testers, and someone in an internal group needs to accept the invite (I struggled with this) before the app can be send to review.
