macOS Monterey - Private Relay asking for another plan upgrade?

Running Monterey 12.0 Beta, Private Relay refuses to turn on and asks for an iCloud plan upgrade (currently running 50GB plan, Private Relay works on iPhone 12, same account).

Anyone else experiencing this problem?

I've experienced a couple problems where the Private Relay in OS12 wouldn't activate and I ended up having to restart/reboot OS12 to get it to respond/work. But with a reboot, it worked. Doesn't happen every time I reboot, but 2-3 times.

My config may contribute to the problem since I run OS12 beta within a Parallels 16 VM.
