I do not find any new feature or bug fix info in macOS 12 beta release notes?
Is there a future for any new Network Extension in macOS 12?

No.
ps A good way to find out what’s new is to go to the framework page, click the Show button at the top right, and then choose “Xcode 12.5 – Xcode 13.0 beta 5” from the popup. This shows you all the changes between those two releases.
