Is private relay intended to hide UserAgent of the network request

When tested with iOS 15 beta 1, If I configure proxy or vpn profile on the device, I have noticed that on the proxy or vpn server there is no information about UserAgent for any http/https requests originated from the device. It is set to "-".

Is this a defect?

I have same observation with BETA 2 or Public beta. The userAgents appear in random case. The results are not consistent. It seems more like a defect in iOS 15. Also, the behavior is same with or without iCloud Private Relay ON/OFF.
