UIKit UICollectionView drag and drop reordering frozen by UIImage

If I add an UIImage of a SFSymbol icon to an UIButton, an UICollectionView in a sibling view does not allow drag and drop reordering. If I use text to label the button, drag and drop works.

What am I missing here?
