sound level of a custom push notification

I have a custom push notification sound but when push arrives the sound level (loudness) is lower than what it when played using a built-in media player. I have set sounds setting to the max in Settings|Sound but the it seems that the noise level is "cut-off" when the push arrives.

Is there a way to control the noise level from within the push?

You cannot change the volume of a standard notification sound dynamically. The volume of the sound you hear will depend on the sound saturation in the sound file, the system volume, and whether there is another app having an active audio session at the time.

Only critical alert notifications will play a sound at an app-specified volume. Critical alerts require a special entitlement which is only given to apps in the healthcare, public safety, and security areas.
