Is it possible to deactivate the NE without user consent

HI,
I am using Content Filter simple firewall Network Extension (NE). I have couple of doubts about NE deactivation. Please clarify.
  1. Is it possible to deactivate the NE without user consent?

  2. If not possible without user consent, why we need to authorise even for deactivate? Is it restricted by Apple?

same here . is it possible to deactivate network extension without the user is prompted for credentials in order to approve?
Can you clarify what you mean by “deactivate”? Is the goal to simply stop the filter? Or are you trying to uninstall the system extension?

uninstall system extension.

The behaviour is like systemextensionsctl uninstall <teamId> <bundleId> I am trying as below in my code to uninstall/deactivate the system extension.

uninstall system extension.
