Signing Certificates: An attribute in the provided entity has invalid value

Hi everyone I hope someone can help me.

I'm trying to create an "Apple Development" signing certificate in Xcode but it always fails with this error:

An attribute in the provided entity has invalid value
The attribute 'csrContent' is invalid: ''

I already tried to logout and login the appleid again, restart my mac, delete the Apple Development Keychain. No effect.

One thing that seems strange is that there are new keychain references created every time I try it.

I also deleted them to see if it works but no.

macOS Mojave 10.14.6
Xcode Version 11.7 (11E801a)

exactly the same for me. Furthermore, XCODE writes 'No profiles for ... were found'.
Solution someone?

I have the same problem with 11.4.1 I had to install it on Mojave because after two months of struggling and discussing it with Feedback Assistant Apple finally admited they stopped issuing certificates for Xcode < 11.4

I got that error message when trying to create an Apple Distribution certificate in Xcode 14. But in Xcode 15, it worked.
