Are third party devs able to create apps with similar functionality as apple's Walkie Talkie app?

I know watchOS doesn't have callKit and devs can't do live two-way calls in their apps (only apple can do that with facetime) but is it possible for third party apps to have one-way live walkie talkie functionality?
