Yep would also like to know instead of getting the error message that it is currently not available.
Since I need them I now downloaded the Xcode 12.1GM CommandLineTools from the Developer Account Download Section.
But would be nice if xcode-select --install would work...

The Command Line Tool project template is available for me when I create a new project in Xcode 12.1.

It was my fault, I click File > New > File... instead click on Project..., that's why command line tool doesn't show up!
Once I found what was wrong, I go directly to forums to delete this question but it I can't.
