Can iOS apps use the IMEI number returned by third-party APIs?

The TeleSign PhoneID API takes a phone number as an input and returns information about the device which can include its IMEI number. Are iOS apps permitted to use APIs like this one and are they permitted to use the IMEI number (such as for registration authentication) if the number was obtained from a third-party API?

I should have specified, for consumer apps in the store. If the API is approved by Apple and the API provides access to IMEI numbers, are we not allowed to even read them?
