iOS 14.0 Flash SMS (a.k.a. "Class 0 SMS") shown in normal SMS message when iPhone screen is locked

With iOS 14.0, a received Flash SMS is presented in a normal SMS message on the iPhone when the screen is locked (which is then stored in the Messages app originating from a 'blank' as it contains no source details), and not as expected in a "Flash SMS" notification.

With the screen unlocked, the behavior is correct/as expected presented in a SMS alert.

With iOS 14.0 iPhone screen locked = Token presented in a normal SMS.
Pre iOS 14.0 iPhone screen unlocked = Token presented in a Flash SMS.

Can the expected behavior be achieved by a setting on the iPhone, or is this a bug in iOS 14.0 which requires a patch/fix?

I know it's not how it's supposed to work but I actually like this, now I can read the MFA codes I get in my daily work straight from my Apple Watch and I don't have to take my phone out of my pocket. So if this does get fixed, I would like a setting that keeps it like it's now at 14.0 :)

This is a desired behavior since Flash SMS has been abused to send marketing messages. Moreover, some telcos themselves are abusing these Flash SMS and use this method to send their own marketing messages.
