Where is the source of PF anchor "com.apple.internet-sharing/base_v4"?

I am running InternetSharing. When started, InternetSharing loads a PF anchor named:
Code Block 
com.apple.internet-sharing/base_v4


I need to modify this anchor to improve the security of MacOS.
Where is the source of this anchor loaded by InternetSharing?

There is not an API to control how internet sharing (via System Preferences -> Sharing) is loaded. You will need to open an enhancement request for an API here.

I don't need an API, there is already a very large set of great tools (pfctl, pfd, InternetSharing…), I just need a documentation. I suggested an enhancement on "security documentation".
