Mail attachments and other buttons disabled

When creating a new message in Mail, the attachments, reply to original sender, emoji, and format bar buttons are grayed out. They never become usable, no matter how much of the header is filled out (To: Subject: etc...).

I can drag and drop a file into the body fine. Anyone else seeing this issue?

Seems fixed in latest Big Sur beta.

So do I. If I add an attachment through the menu, it makes the icons active but only for the specific mail

Just found that, when a separate message window is opened, if you go to main menu - view - customize tool bar, then delete all reply, reply to all, forward buttons, then add them again from the customize tool bar back into the message window the buttons work. BUT, once you close the message window and open it back, they are not working again (greyed out).
