11.0 beta 3, 20A5323l won't install over beta 2

I have gone through all of the motions, three times now, looks like it is installing, but still get 11.0 Beta (20A4300b) with the notice update available.

Try one, clicked on software update link
Try two, clicked on more info and went for incremental update
Try three, went to developer account and downloaded new profile

Same results, no upgrade from Beta 2 to Beta 3, stock on 1.0 Beta (20A4300b

Any ideas?

Just a followup. I booted into recovery mode and installed the update from there. Went swimmingly. Hope this helps.

I turned off all the T2 security boot stuff and it finally took after not taking on a good 30 tries.
