Your enrollment in the Apple Developer Program could not be completed at this time

Hi, I would like to enroll in the developer program.
Instead of showing me the payment, show this error message: "Your enrollment could not be completed. Your enrollment in the Apple Developer Program could not be completed at this time." How can I solve it?

Same here, I'm trying for a week with no luck.
I have also tried changing my payment card from the Apple ID page with four different cards. None works.

Apple is losing millions of dollars every day bcoz of this:
