Big Sur 11.0 Beta - can't allow system extension

I have Parallels desktop installs and after upgrade to Big Sur I can't run it anymore because he need system extension and the system block it.

When I go to Security & Privacy and Allow the sysext of Parallels to run it demend restart, and after restart it again don't let Parallels to run (in the list I have more system extensions like ATTO, Oracle and more that even after Allow (I try allow all and each separately) + restart the system don't let them run.

Parallels is MUST for my work, what can I do to solve this?
To be clear, you’re trying to use macOS 10.11 beta as the VM host?

If so, my advice is that you talk to your VM vendor to see what they have to say on this topic. I don’t use Parallels myself, but rather VMware Fusion, and they have a tech preview that includes macOS 10.11 support [1].

It's not Parallel problem VMware not work as well, it's bigsur bug
This solved my issue:

How to turn off rootless/System Integrity Protection on Mac: Disable SIP:

Restart/Power on your Mac (Apple > Restart / Shut Down).
Recovery Mode: Hold down Command-R until the Mac logo appears 
Wait for OS X to boot into the OS X Utilities window.
Choose Utilities > Terminal.
Enter "csrutil disable."
Enter Restart.

Reauthorize extensions as prompted.
Reboot.
Test and verify.
I have the same problem:
I installed Big Sur beta 11 on VMware Fusion 12.
There is no way to get to the recovery mode, and I tried everything!
