My Universal App Quick Start Program enrollment application is approved.

I know they can ship to Japan
https://developer.apple.com/programs/universal/

But, they require US Zip code

How do I managed to let them to ship to Japan?

I got my DTK in Japan yesterday.
I can't remember if I entered my zip code.
Apple will probably send it to the address on your Apple ID.
I don't know if I can communicate in Japanese here, so please email me if you need it.

Hello, I applied the program and got a DTK in Japan.

In my case, JP store was appeared in my purchase process. It seems that your screen shot is the US store.

Would you like to check that the country and region settings are set to JP?

Update: In the review process of changing information of our Organization Developer Account, changing the address from USA to Japan, I received email from Apple Japan. I requested that I just want to get Universal App Quick Start Program Developer Transition Kit (DTK) in Japan despite the fact our head office is in the USA.
I hope it will work.
