When will I be able to upload an IOS 14 app to the store?

I was planning on releasing my app soon, I have one that will work for iOS 13 but I would very much like to take advantage of the new SwiftUI 2.0 features. Will the release date for IOS 14 apps the same as the launch date for IOS 14?

Yes. You'll be able to release iOS 14 apps in the Fall, when iOS 14 is released.

Watching the recent years, Apple released GM version (or GM candidate, GM seed) of new Xcode with announcement saying

You can submit your app with this version of Xcode.

a few weeks (at most a month, maybe a week) before public release of new iOS.

You can make your app ready for release until then, and using the GM version , re-build it. And submit it to the App Store.
If you are lucky enough, your new app will be on the App Store on day one of the new iOS.
