Why won't Safari open in the 10.16 beta. It just flashes and goes away.

Same issue here. Opens then crashes right away.
I've figured out a way to make it works.
You need to go to Finder, then click on Go > Go to folder...
then go here "Library > Preferences >"
When you are in there, delete all the plist file start with com.apple.Safari.****.plist
Once you do that, Safari should launch again

This sort-of worked for me. I had to delete the com.apple.Safari.***.plist files in ~/Library/Preferences. Safari now launches for me.I've figured out a way to make it works. Thanks, deleting ~/Library/Preferences/*Safari*, as well as the whole ~/Library/Safari folder worked for me (not sure if the second part was necessary). The problem I was having is that Safari was working mostly without crashing, but using up to 700% CPU and running the fan in my Macbook Pro continuously. I had reported this to Apple in the Feedback Assistant app so I will update with this workaround.

use a link in some other app (e.g. Notes) to invoke Safari, rather than from the Launchpad or Finder
in Safari, Preferences, General - change the HomePage url to something you know works, e.g. the link you used from Notes.
Set "New Windows Open With" and "New Tabs Open With" to "HomePage"
