The first time I attempted enrolling (as an individual/sole proprietor), I made it to the payment screen, but my payment was rejected for an unknown reason after a few days. It showed up as a $0.0 charge in my transactions (probably related to payment account verification).
Since then, whenever I try to re-enroll, I'm sent to a screen that says "Your enrollment could not be completed. Your enrollment in the Apple Developer Program could not be completed at this time" after the legal agreement page. I've tried creating a new apple ID on my macbook and I'm still sent to this page when enrolling with this ID. Apple support told me they don't know what the issue is or how to solve it. One of the support people told me they would send it to the internal team to look at, because it was a rare case.
If I try enrolling using my company and DUNS, I'm sent to a screen that says "We'll be back soon. For details and updates, see the developer system status page." This appears to be saying Apple encountered an error with the website, even though the status page shows that the website is working.
