can't add Sandbox Credit/Debit Card

I tried to add a sandbox testing more than 5 times and failed invalid card.

I set my iPhone Region to USA, Australia, Hungary and UAE but noway to add a sandbox card.

sometimes I got this alert your issuer Does Not Yet Offer Support for this card

Sandbox testing for Apple Pay is not available to Hungary or UAE. For a full list of the regions supported in the Sandbox testing and to find test card documentation, see the documentation Sandbox Testing.

If you are setting up a test card for a region that is support by Sandbox testing, and your device is set to that region, check to make sure that the test card vendor is also supported in that region. For example:

American Express test cards can only support device regions that are set to the United States.

I simulate this case American Express test cards can only support device regions that are set to the United States.

My company has been experiencing this same error ever since the new AMEX test cards were provisioned following the new year. It seems like we're at the mercy of waiting for Apple to address this error on their end.

I can't add an amex sandbox card. Please can someone from Apple see this problem? Everything looks right but I can't add it to the wallet.
