unable to contact local DTServiceHub to bless simulator connection

I upgraded to macOS Sierra and when i try to run an iOS app in the 9.3 Simulator from Xcode 7.3, i get the following error message:

DTAssetProviderService could not start DTXConnection with Simulator 'iPhone 6s'. Check the system log for errors.

iPhoneSimulator: Unable to connect to "com.apple.instruments.deviceservice.lockdown" (Error Domain=DTServiceHubClient Code=-11 "unable to contact local DTServiceHub to bless simulator connection" UserInfo={NSLocalizedDescription=unable to contact local DTServiceHub to bless simulator connection})

Is there a known work around for this issue? I restarted Simulator, Xcode and OS but the error remains.

This is an issue that has been reported and discussed elsewhere in these forums. You can workaround this Sierra Beta issue by installing Xcode 7.3.1 using the drag-and-drop installer from http://developer.apple.com rather than downloading from Mac App Store.

Where can i find the drag-and-drop installer? the link here sends me to the appstore http://developer.apple.com/download/
