Can anyone please help me with "adding entitlements for preferance panel extension applications so that I can pass the SIP on Catalina OS"?

Do I need to convert my application with .prefpane to .app extension?

Your question doesn’t make any sense. There are no special entitlements associated with preferences plug-ins, mainly because preferences plug-ins are not a main executable and thus can’t have entitlements applied.

As to what’s actually going on here, AFAIK 10.15 supports third-party preferences plug-ins in much the same way as previous OS releases. The only difference I’m aware of is that they must be notarised. For more information on that, see the App Sandbox, Developer ID, Notarisation pinned post.

If notarisation doesn’t fix the problem, or you have problems getting notarised, please reply here with the details.
