When WhatsApp chat backup is tried to be created manually (by clicking “backup now” button in WhatsApp settings > chats > chat backup) on iCloud Drive while connected to cellular data network (not WiFi), it pauses at 95% completion and does not proceed further. After reaching 95% uploading to iCloud Drive is done, the chat backup window in WhatsApp starts to display message “Backup paused” and “waiting for a wifi connection”.
This is unexpected since the WhatsApp chat backup on iCloud is expected to get completed 100% even while on cellular data connectivity. The iCloud Drive backup of WhatsApp chat on cellular is clearly mentioned on WhatsApp website

This interruption of iCloud Drive backup on cellular connection occurs even when cellular usage for iCloud Drive and for WhatsApp is enabled. This occurs at multiple places in the city hence is not dependent on cellular network location.
There is no problem faced in creating WhatsApp chat backup while connected to WiFi network. When on WiFi, the backup is 100% completed.
