Command-Q now a reserved system shortcut?

Since iPadOS 13, hitting Command-Q on a hardware keyboard is no longer triggering `UIKeyCommands` or is even ignored by `pressesBegan` and its siblings.

Is there a way for an app to get this shortcut back?
