With New York font being available on iOS 13, is it allowable for developers to use it on iOS 12 versions of the same app?
If you mean to include the New York font files within your app bundle so that it can run in iOS 12, that is not allowed. You should only include fonts in your app for which you have distribution rights from the font vendor. Apple does not give you distribution rights for any of the fonts shipped with its products.
