Are there any configuration that could cause a push notification to show up at the top of the app, but not in the notification center?

A user of mine is reporting that push notifications are not showing up in the Notification Center on iOS.


Now this, to me, sounds like it is probably not an issue related to the app, however I couldn't find any information about this particular problem, so I ask if there are APIs or settings or plists that could cause problems here.


It's intermittent, I don't really want to reveal the app here, the user is on iOS 13 I believe, and on an iPhone 11. It is not do not disturb. I asked them to take a look at their notification settings, but I was really wondering if there might be a configuration reason in the iOS app that would or could cause this behavior, as that is what my user/client wants to know.
