I have to distribute a custom developed app through Microsoft Intune to some users internally. Currently, I am using Ad_Hoc Distribution certificate but the build is installing on only registered device, So how can I install it on unregistered devices. Please advice.

You would need to sign the app with an enterprise distribution certificate for your organization. Then you can use your MDM to distribute it to as many internal users as you like.
I'm having the same problem. I received a DUNS number for my company. I want to register as an enterprise at Apple, but they say you must have 100 employees to register as an Enterprise. Can't we, as 3-5 developers, prepare an ipa file for our customers to distribute as MDM? This is ridiculous.
