"Enhanced" Dictation in Catalina

Has the "Enhanced Dictation" feature in System Preferences > Keyboard > Dictation been removed from Catalina or moved somewhere else?

Without it offline dication is not available.

Look in System Preferences>Accessibility>Voice Control.

Thanks. That mostly works like "Enhanced Dictation" did; especially when offline. It does seem to interact differently with our NSTextInputClient though. I'll probably start a new thread on that since it's a slightly different issue.
