After hundreds of tries I just did something else, disabled all VPN profiles under General, VPN Profiles, don't just turn them off, disable them, then the paring process started and ended perfectly well, iPhone iOS13 and iWatch OS6, working at perfection.
We replicated the same process with 5 different iWatches and all of them are working ok.
Hope this work for somebody else to.

By the way, we have received 7 more "bricked iWatches" which were almost bricked, people could not complete the pairing process and followed, the same as us, all recommendations in this forum and other.
It is curious, that 3 of those iWatches didn't have any VPN profile installed, so our process could not work and in order to be able to disable something we added a VPN on those iPhones then pairing still impossible, then we disabled the VPN and pairing started and ended without problems.
We installed Beta profile and updated to Beta 2, all iWatches on OS6 and all iPhones on iOS 13 are working perfectly well.
May be this is not a general solution but it has worked for us and some people have reported that for them too.
