I was wondering how you downgrade in Catalina your ios devices as i dont see a section for restoring or updating in Music app. I have the ISPW to ios 12.

Syncing of iOS devices is now done in Finder. The same controls for syncing, restoring, and updating your device are there.

Plug your device into your Mac, and wait for it to appear in Finder.
Once it has appeared, Hold Option (Alt key), and click "Restore..."
This should open a finder window, point the finder window at the ISPW you wish to use, and then let your Mac complete the install.
As it is a downgrade, you may have to place your device in DFU mode first, or it will reject due to trying to install an older version of the operating system.
I can confirm this works, as I have just downgraded from Beta 1 back to iOS 12.4 Developer Beta 4, as iOS13 was prompting for random iCloud/appstore passwords that were not mine!
