i have had the same problem for the last 6 months, but i am so happy today, I finally succeeded.
The first and second attempts failed Entity Type = Individual
Email identity and personal data (passport, ID Card or driver license) are not the same
So far I have used 1 email, 2 times using a different credit card from Indonesia, but failed
third time successful
Entity Type = Individual
Email must be the same as the real name (passport, ID Card or driver license). because when it's verified you have to resend (passport, ID Card or driver license)
I use a credit card from USA
Succeeded
