Same issue, and I tried to recreate the Provisioning file but it didn't work.
Then I login this web: https://appstoreconnect.apple.com/access/users and find my role is App Manage then the holder change my role to Admin, and I try to upload app to App Store Connect no error threre！ This could be a reason for error occurred with xcode13.
