I should add that this appears to be happening on both developer and TestFlight builds - so the Sandbox environment.

Apple Developer Forums admins can mark replies as Apple Recommended to indicate an approved solution

The status page now shows an outage for Receipt Verification - https://developer.apple.com/system-status/. Hopefully this will be resolved soon.
