I was also facing the same problem then I installed the recommended versions at here https://developer.apple.com/metal/tensorflow-plugin/.
For tensorflow-macos, it is currently 2.9.
For tensorflow-metal, it is currently 0.5.
With that, I was able to use my gpu.
