Same with iPhone 14 Pro Max(iOS 17.0.3) + Xcode 15.0(15A240d) on M1Max MBP (macOS Sonoma Version 14.1 Beta (23B5056e))
1 Xcode Device and Simulators window doesn't install, error "ipa is not a valid bundle" as the original poster.
2 Someone on reddit suggested to drag in Finder for their iPad, not worked for my iPhone.
3 Apple Configurator drag works
4 the ipa itself can be doulble click to intall on the Apple silicon MBP itself.
Additional info, the iPA is produced by Unreal Engine with a development type cert/provision(not distribute type, for debugging purpose, I want attach the debugger)

Same here with XCode 15 beta 4 and beta 5, cannot use devices and simulators to deploy enterprise signed IPA file to an iOS 17 beta phone, but the same IPA file can be deployed to an iOS 16.5.1(c) non-beta phone.
What does iOS 17 beta change, regarding this?
