Thank you for your answer. Sadly, I can't upgrade to macOS 12 beta. I'm testing this on my job's mac and can't upgrade to a beta version.
If this is a bug on macOS 11, and Xcode 13 is supposed to work on macOS 11, I think that this needs to be fixed. But I'm open to try other workaround :)
Hello. Just want to say that this issue is NOT fixed on Xcode13 RC 1 nor Xcode13 Release. My mistake.
When I said that it was fixed, I did not realize that I was using a simulator running iOS14, sorry.
It fails with iOS15 simulators.
I can't edit the accepted answer.
No fix for this issue so far (that I know about). We tried launching the simulator manually before running the tests but with no luck.
No solutions yet. We moved to Xcode 13 but using iOS 14.5 simulators for running tests.
Honestly, I stoped trying. I focused on other things :(

I forgot to mention that this issue happens on iOS15. The question that I think it may be related with happens on iOS14. I do not have a device with iOS14 to test if my issue happens on iOS14 too.
I tried this on Xcode 13.4 (not on 14 as maxik) and it did not solve the issue to me :(
I have pending to try it on Xcode 14 with the new single target
This did not work for me. No message is received on the watch simulator.
It doesn't work either on the sample watch connectivity app
