Experienced this issue too. iOS 17.2.1. XCode 15.1.
No VPN whatsoever and everything I've tried for the past 5 hours doesn't work.
iOS 16 are fine though, but what I need is iOS 17...

@huohsien did you ever find the solution? I have the same issue as you (kept reconnecting) and it's turning me crazy.

Glad it worked for you. I've been pulling my hair out. Even considering stop doing Apple development at all. Various issues keep coming every few months.
Frustrating.
