We are seeing the same behavior with latest Ventura 13.1 (22C65)
And we see that, in System Settings -> General -> Login Items, sh is shown as an "Item from unidentifier dveloper."
Is this normal?

We have exactly the same problem :(
In Console.app, do you see any crash of sh related to your .plist?
I have forgotten to comment that our processes are not being run on boot of the computer because of this crash.
