I had this issue after updating the OS. In the course of backing things up to prepare for a wipe & restore, I logged on to iCloud.com with my phone connected via USB cable. As soon as I did, my phone popped up a notice that there were new terms of service for iCloud. After accepting them 30 GB of storage immediately cleared up.
