That's very strange, because 13.4.1 contains (as far as I know) nothing related to iPadOS 16 in any form. Did you delete Xcode 14 or 14.0.1 before starting 13.4.1? I'd imagine that if you leave 16.x things floating around in /Applications/Xcode.app/Contents//Developer/Platforms/iPhoneOS.platform/DeviceSupport/, that may still bundle your archive with the that pre-release stuff the App Store is complaining about.
