Me too. Having the same error msg
Hi guys,
I managed to recover my DTK through steps below:
Host Mac's OS version needs to be same or new than what's on the DTK. (For my case, Beta 9)
Download XCode Beta 2.2, Apple Configurator 2.13 (Not sure whether it's required. I didn't use it)
Download Big Sur Beta 9 ipsw from //developer.apple.com/download/universal website instead of //developer.apple.com/download website. Prior download ipsw file instead of dmg.
Follow the steps as mentioned in RestoringDeveloperTransition_Kit.pdf provided by Apple.
Connect DTK to Host Mac, Finder will prompt restore "iphone"...
Press and hold the option key to browse and select the downloaded ipsw to restore
Done!

Any luck to get it working without entitlements? I tried on Xcode 12.2 beta 2. Set "Sign to Run Locally". SIP disabled = Xcode still prompt requires a provisioning profile...
Sadly no, I have the same problem. SIP off, chosen sign locally as per what the documentation says. Xcode won't build the dext.
