To install Direct with Terminal scroll to Finder menu bar> click Go> Select Utilities> Open_ Terminal.app> Type "xcode-select --install" on Terminal Command Line

Safari: https://developer.apple.com/download/more/ Download & Install the .dmg file Command Line Tools for Xcode 12.3
To verify you installed correct: Type "xcode-select --version" on the Terminal command line If installed Correct: xcode-select version 2384 will appear
Files are located & accessible at: Library/Developer/CommandLineTools in your mac
Both Options work successfully! I install this way to Catalina & today for Big Sur with a 2015 MacBook Pro.
