The best way around this in my experience is to be in the security & privacy section BEFORE the prompt for enabling the system extension comes up.
Failing that you can try to toggle back to my mac (sometimes that works) and even logging in and out of appleid a few times to try to reset the location settings. Sometimes those will work, but it's less reliable than just being in security & privacy section before the prompt.
Hopefully DP7 will resolve this.
