Ok, the first error was not submitted, it was this:

More then 150 Viewers on this topic, but no answer means i'm alone with that problem (except @livingfae).
Conclusion:
On Catalina and Big Sur with Xcode 12.x i dont face this issue, means i have to / must upgrade. But what, if i don't want to, or i'm not able to (because of older, not supported Hardware by Apple, e.g. MacPro 2012).
Got Phone- and E-Mail support with Apple, but nobody there seems to be responsible. Thats really annoying.
At the end i have to use a VM with either Catalina or Big Sur to build my Project.

No... there was a time it works as expected, but today i faced the same issue again.
Something went wrong on Apples side, i guess

In my case it's an AppleTV-App with a Topshelf-Extension. And the Problem is the Topshelf. If i remove it, everything works so far.
