Finally figured this out after trying everything!!!

How i finally got mine working after 3 hours of trying everything, i disconnected my phone from internet i was using and connected to my partners hot spot both phone and watch are on charge not sure if it make a difference or not but its working now!
(incase anyone was wondering, i have iphone 12 and apple watch 3. just bought apple watch second hand from facebook market place)
